AAPUTTA appeals for teachers’ recruitment
ITANAGAR, June 15: All Arunachal Pradesh Unemployed Trained Teachers Association (AAPUTTA) has appealed to the education minister for immediate creation of teachers’ posts against newly established and upgraded schools in the state.
In a memorandum to the Education Minister, the AAPUTTA said that Govt should initiate recruitment process against 14 vacancy posts of senor teachers (PGT) in Geography and 4 posts in Commerce subject. Teachers should be recruited through APPSC, it added.
Other demands of the Association include recruitment of SSA teachers against the vacancies created after regularization of SSA A/Ts and J/Ts in 2012.
ABC pays homage to Khandu
ITANAGAR, Jun 15: The members of Arunachal Bullet Club (ABC) paid homage to Late chief minister Dorjee Khandu at Buddhist Gompa, Itanagar on June 13 by carrying out a social service in and around the Gompa premises to mark the 2nd Homage Day.

ITANAGAR, Jun 15: Human Right of Arunachal Pradesh has strongly opposed the participation of M/s Pawan Hans Helicopters Ltd in the ongoing tender process for the MI172 helicopters in the state.
It said that keeping in mind the abysmal track records of the company, Pawan Hans Limited should not be allowed to take part in the tender process.
The Human Right of Arunachal appealed to the Govt of Arunachal Pradesh to blacklist the company which is responsible for many deaths including the tragic demise of Late Chief Minister Dorjee Khandu in a crash.

IDEA hands out relief material

Attending the glittering passing out parade, Chief Minister Nabam Tuki said’ “If our police stick to their duties with utmost sincerity and without fear, our state would develop at par with others,” while giving a clarion call to the State Police Force to buckle up their belts.
Meanwhile, facing the new recruits of the state police, the Chief Minister emphasized on human rights as core values in policing. He said in ensuring security and safety of the common mass, police cannot belittle the rights of an individual or a marginalized community.
Admitting that the situation in Arunachal in terms of policing is very distinct and peculiar as the state has so many tribes distinctly different from each other with highly sensitive ethos and egos, Tuki advised that a balance ought to be maintained between enforcing law and order while not hurting the sentiments of any community, tribe, religion or region. He concluded with by appealing to jawans that their service should be for society, for its people and for the Arunachal Pradesh. Tuki beckoned the police force to live up to the expectations of the people as well as the government so that administration, progress and peace go hand in hand for development and welfare of the society. He particularly called for an active role by the police in thwarting the ‘bandh culture’, which, in his terms, was eating into the Arunachalee society and taking the state on the reverse. He also called upon new recruits not to be friends with criminals rather criminals should be dealt strictly.

ITANAGAR, Jun 15: Landslide and road blockade triggered by torrential rain put Anini, the district headquarter of Dibang Valley district into an incommunicado with no electricity and telephone connectivity over the last three days. Dibang Valley Deputy Commissioner Abu Tayeng informed this to this daily this evening.
Anini town is reeling under darkness as the power supply to Anini town is badly disrupted, the DC said. There is heavy blockade at Endolin Nallah triggered by heavy down pour, he said adding that restoration work can not be carried out as the heavy rain continues for last few days.
Many goods laden trucks were stranded on the road due to blockade. The district administration is putting its best efforts to clear the road but rain forced the administration to halt the operation, the DC informed. The DC also sounded alarm, saying if the blockades are not cleared within next few days, the district will face server food crisis. The government staff working in the town would be the worst sufferers, he added.
Federation alleges construction of road without forest clearance

ITANAGAR, Jun 15: The strong opposition against hydropower projects in Tawang district is getting bitter with each passing days.
The Save Mon Region Federation, which is spearheading the movement against hydropower projects in the district claimed that NHPC had issued tender to Global Royal Construction company for construction of motorable road from TRC, Tawang stage I to Tawang stage II barrage area without forest clearance. The Federation in a release today said that even though the divisional forest officer issued an order on June 7 to stop road construction works following the complaint of the Federation, the construction activity is continuing in complete violation of the order. Further, it added that some families of Kudung village had refused to participate in the construction activity as villagers are against construction of big dam in the area.
“NHPC along with the local politicians are terrorizing those villagers who are refusing to participate in the road construction activity. Local MLA Jambey Tashi is also misguiding the local villagers in this regard. At the moment some of the villagers of Kudung are living in absolute terror,” stated the Federation.
When contacted Lumla MLA Jambey Tashi said there was some miscommunication because of which work continued. “The work has been stopped today after joint meeting between NHPC, forest officials and local villagers. The local villagers did not get the information about order and therefore work continued. But immediately after getting information today, the work has been stopped,” said Lumla MLA. He also added that he had never misguided villagers and people were carrying out construction activity as their own wish.

entrepreneur Gora Makik coming out to organize the first ever state level club football
championship single-
The championship to be participated by the best football clubs in the state is scheduled to begin from June 26 at Rajiv Gandhi Stadium, Naharlagun.
The sole objective of organizing the tournament is to produce quality players and develop football at club level, said Makik.
“It has been my dream for the past many years to see Arunachal Pradesh as a footballing force to be reckoned with in the country. I wish to see a club from the state qualifies for the national football league, said Makik, an ardent lover of the sport.
“I would be very happy if my small initiative could contribute towards development of football in the state,” Makik added.
He further said that he had plan in his mind to develop a football ground of his own to train players of his club Gora Makik Sporting Club in future. He also hinted for hiring a football coach for his club in near future, if all go well as planned.
The organizing committee has kept a whopping prize money of Rs.1.50 Lakh for the winner, Rs.75,000 for the runners up and Rs.20,000 for the fair play team. Besides, individual prizes of Rs.10,000 each would be given to Best Player, Best Goalkeeper and Highest Scorer of the Championship.
According to organizing committee secretary Kipa Takum, 14 teams have already confirmed their participation and six more teams are expected to take part.

While the body of a Class VIII student of the government Higher Secondary School, Seijosa GHSS (East Kameng) was recovered from Abotani Colony early this morning, a decomposed body of an unidentified male was found on Hilltop, Nirjuli after the police was alerted following complaints of foul smell by the residents of the area.
The school girl had gone out of her house in E Sector, Abotani Colony, for a stroll around 9 o’clock Thursday evening, probably after receiving a call. Though she called home about an hour later, confirming her return, she never returned, Itanagar PS OC, inspector Makpe Bui quoted her parents’ as saying.
The body of the 14 year old teenager was found beside the road in Apex Bank Colony, about 60 metre from her house. An unnatural death case was registered and the body was handed over to the family after conducting postmortem, Bui said.

Expressing dissatisfaction over delay in construction of Margherita to Changlang road due to obstructions by miscreants, he appealed to the people to cooperate with the executing agency and Government for speedy completion of the road work.

Regarding alleged political intervention, the DFCSO further clarified that there is no political intervention in the distribution of SKO as alleged in the news item. The Department of Food and Civil Supplies is working and monitoring all the SKO retailers and FPS in the district, he said.
Moreover, neither any case of black marketing of SKO by any SKO retailer/FPS nor adulteration of petrol and diesel has been reported yet in the district, the statement added. (DIPRO)
ITANAGAR, Jun 15: A parliamentary panel has asked the Labour Ministry to prepare a list of States that are not spending the construction cess collected for labour welfare.
Expenditure was “almost nil as compared to the cess collected”, the Standing Committee on Labour, headed by Hemananda Biswal, noted in its 25th report tabled in Parliament recently.
It said this was despite the panel raising the issue in its 19th report in September 2011.
Till September 30 last year, Rs 15,609.3 crore had been collected as cess, of which only Rs 1770.586 crore had been spent. The two States that collected the highest amount of cess were Karnataka and Delhi. Karnataka collected Rs 1929.16 crore, but spent only Rs 89.26 crore.
Delhi collected Rs 1656.29 crore, but spent only Rs 128.36 crore, the Labour Minister said in Parliament recently in a written reply.
A one per cent cess is levied on the cost of construction incurred by employers to create a fund for workers in case of accidents, old age pension, loans and medical expenses.
There are an estimated six crore construction workers in India.
According to the Act, the cess collected by the States is to be used for the workers by the State Welfare Boards.
According to the Labour Minister, 33 of the 35 States and Union Territories had notified rules under the Act and had constituted Welfare Boards, 32 had notified implementing/cess collecting authorities and 28 had constituted State Advisory Committees.
But even in States where Welfare Boards have been formed, most of the workers are not registered as they are migrants and keep moving.

The Society further condemned the burning down of a motor cycle near Punjabi Dhaba by bandh activists at around 4.30 am before the beginning of the bandh on June 13. Denouncing the damages of private properties as act of barbarism, the Society said the torched new Royal Enfield motorcycle was owned by one of its clan member of Lower Subansiri district.
Claiming that an FIR has already been lodged at Itanagar Police Station for necessary action, the LWS demanded immediate arrest of the culprits. It further demanded the bandh callers and the state Govt to pay immediate compensation to bike owner.

The traffic scenario in the capital is going from bad to worse with each passing
day. Sometimes, the jam is for hours at end. With the influx and advent of the latest

Though the increase in the number of the vehicles has led to this chaotic situation,
but surely the indifferent attitude of the administration has escalated this problem.
In the absence of any designated parking place, the drivers and riders are at will
to park anywhere and at random, thereby restricting the flow of the traffic. However,
it is to be seen that the parking space within the capital is shrinking. The reason
is that every open space near the capital roads has been occupied by various associations-
The buses under JNNURM inducted into the service of the APSTS have also brought along
with it numerous woes. These buses are too big for our roads. Further, in the absence
of any proper and designated stoppage, the passengers board and offload themselves
at their respective convenient places, thereby reducing the flow of traffic. The
numerous private buses plying in the capital roads also need supervision. The bus
counters are all situated along the main road and their buses are parked for as long
as 20-
The authorities should also demarcate proper parking places and also levy charges, if necessary to remedy the ailing traffic scenario. The haphazard parking and the dumping of construction materials on the roads is a great irritant while driving around in the capital roads.
But, while saying so, onus lies on us also. I don’t understand why all the people cut their lanes, even if there is no emergency. This lane cutting is the no. 1 contributor that obstructs the flow of traffic. If we stay in our lane at least the traffic will flow. Why do we go through a whole ego trip when somebody overtakes us? Let’s be patient and we will get to our destination.
Hope the authorities do their needful and let’s also do our bit to help each other. The situation will never be as it was earlier, but we can at least bring some normalcy to this chaotic situation.

Despite numerous demands from various organizations including NCP and AAPSU for a white paper on financial irregularities, review of all hydropower MoUs, revocation of illegal appointments in Government departments, immediate solution to boundary problem and most importantly improvement of law and order situation in the state capital, the so called people first government under the weak and indecisive leadership of Nabam Tuki has utterly failed to attend the grievances of the common people.
The leadership has only succeeded in making expensive foreign trips at the cost of the public exchequer and appointing numerous OSDs and unwanted parliamentary secretaries disregarding the Constitutional spirit of downsizing and fiscal discipline.
I would like to request the CM and its Govt spokesperson Nabam Rebia to resign from their respective public posts and let someone who is more visionary and more straightforward take the responsibility of ushering in an era of peace, prosperity and good government in the state.

Bandhs and unnecessary virtue
Dear Editor,
The continuous spate of bandh calls brings back a sense of deja vu reminiscent of the not so distant past which most Arunachalees especially the residents of Itanagar would rather not remember. Those days are back again and who are the sufferers. No points for guessing; the common masses but who cares? After all the general public is known for their adaptability, patience and many such unnecessary virtues. Well what else can we do apart from tolerating. This time though many powerful organisations have come forward and passed sermons on the 48 hour bandh calling it illegal whereas these newer organisations are just following the trend set in motion by their predecessors. Isn't it ironical that the pot is calling the kettle black?

Dear Editor,
If the government promises to compensate in full the physical and financial losses, if there may be any during bandhs, I am willingly ready to go to office, open my shop, and drive my vehicle, during the bandhs.
Even after the government promises to take strict action against such bandh callers and the administration declares such bandhs illegal, I can't understand why dont our administration/ police do not arrest the leaders/workers of such organizations.
Its so simple arrest them, lock them up. Make them learn some lesson. I am fed up of our DA declaring such bandhs illegal a day before the bandh and seeking public support.

Large natural disasters leave heavy economic footprints but effective prevention and preparedness will reduce the disaster risk and take the burden off, according to a World Bank report dealing with the economics of effective prevention.
The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.
Disasters come with heavy economic loss, accompanied by even heavier burden of relief and reconstruction. They have dealt a serious blow to many economies by widening budgetary deficits.
Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.
The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.
