89 days NEEPCO staff stage dharna

ITANAGAR, Jun 15: All local and non-tribal 89 days basis employees of RHEP, NEEPCO Yazali  staged two days dharna as its second phase of agitation on June 13 and 14 in favour of their demand for job regularization. The 89 days basis employees had earlier submitted numerous memorandums in this regard only to receive assurances. With NEEPCO management not listening to their demands, these employees have been forced to agitate against them.

Further, they informed that their 3rd phase of agitation in the form of tool down will begin from 22nd of this month till 28th at RHEP, Yazali.

 

ATA-EKDU to act tough against absentee teachers

ITANAGAR, Jun 15: Arunachal Teachers Association, East Kameng District Unit  (ATA-EKDU) in its general body meeting held recently at Seppa unanimously  resolved to act tough against the  absentee teachers in the district.

The members present in the house urged the concern authorities and school committees to report against the teachers’ absenteeism to higher authority for necessary action under service rules.

The house also  raised voice against the election of schools captains in the district and urged the school authority to strictly follow the Govt ban order on students union’s election in the schools and adopt selection system of school captain and  in other portfolios  from 2012-13 academic year.

The general meeting further advocated for strict regulation for fare conduct of CBSE examination.  No one, except the exam related officers, will be allowed to roam in and around exam centres and defaulters will be dealth with strictly, it said.

 

Excessive teachers in urban cause shortage in rural: AWKYA

ITANAGAR, June 15: All West Kameng Youths Association (AWKYA) today claimed that excessive numbers of teachers posted in urban areas schools cause the teachers crisis in the district.  After an intensive inquiry AWKYA claimed it has found excessive number of teachers in government higher secondary school Rupa and govt. M.E school bank colony and Kakaling at Bomdila, where as in same ME school at Nafra there are only five teachers.  Association further demanded the concerned authority for equal distribution of teachers in the schools.

 

AAPUTTA appeals for teachers’ recruitment

ITANAGAR, June 15: All Arunachal Pradesh Unemployed Trained Teachers Association (AAPUTTA) has appealed to the education minister for immediate creation of teachers’ posts against newly established and upgraded schools in the state.

In a memorandum to the Education Minister, the AAPUTTA said that Govt should  initiate recruitment process against 14 vacancy posts of senor teachers (PGT) in Geography and  4  posts  in Commerce  subject. Teachers should be recruited through APPSC, it added.

Other demands of the Association include recruitment of SSA teachers against the vacancies created after regularization of SSA A/Ts and J/Ts in 2012.

 

ABC pays homage to Khandu

ITANAGAR, Jun 15: The members of Arunachal Bullet Club (ABC) paid homage to Late chief minister Dorjee Khandu at Buddhist Gompa, Itanagar on June 13 by carrying out a social service in and around the Gompa premises to mark the 2nd Homage Day.

They also offered prayers by lighting 180 butter lamps in honour of the departed soul.

Meanwhile, ABC appealed to all Gompa visitors, especially the youths, to keep its surrounding clean and tidy. While regretting for not being able to take out the "Royal Homage Ride" in honor of Late Khandu, ABC expressed its gratefulness to Capital Additional SP, Itanagar Police Station OC and the members of Itanagar Buddhist Cultural Society (IBCS) along the monks for extending all help in observing the 2nd Homage Day successfully.

 

Remembering Late Bondari Moyong

ITANAGAR, Jun 15: The moral remains of Late Bondari Moyong, son of Late Mangnong Moyong would be laid to rest on Saturday at Pasighat. He died on Thursday at his Mirmir Charali residence and is survived by two wives, 7 daughters and two sons and hosts of grand children.

Born in 1932 at Rasam Village, Pasighat, he studied at Sadiya upto class-3. From 1952 he served as a Personal Orderly in the Office of the Advisor to the Governor of Assam, Shillong and in 1954, he was appointed as Political Interpreter in the Office of the Political Officer, Siang Frontier Tract and posted at Pangin.

 Later he resigned and became an active Political worker of PPA along with other prominent leaders like Late Bakin Pertin, Late Tomo Riba among others.

During this period, he served as District President, PPA from 1977 to early 1990's.

During the tenure of W.S Saija, DC Pasighat in 1963 when he served as a P.I, his major contribution remains that of being the Chief-Coordinator and building the Pasighat-Pangin Road, built after the Chinese aggression of 1962.

He also is known and revered by the people of Pasighat for building the Mariyang-Damro Link road.

Bogong Banggo ZPM Okom Yosung has also condoled the demise of Bandari Moyong.

 

Brahmaputra Board meet at Itanagar

Itanagar, Jun 15:  The 55th Meeting of Brahmaputra Board was held here today. The meeting was organised by the water resource department of GoAP to discuss the annual accounts for 2011- 2012 to be formulated and submitted to the board by June 30 this year and review the earlier meeting of Brahmaputra Board.

The meeting was attended by all the members of North Eastern States and chaired by K Yadav, Chairman of the B Board and N Kumar, Commissioner Brahmaputra Board.

Earlier, L Angu, Chief Engineer Water and Resource Department GoAP highlighted the problems and issues pertaining to the floods and erosions in the State.

The Brahmaputra Board carried out detailed planning and documentation of the enormous water resources of the North Eastern Region and related problems and potentials for hydro power, navigation, and other purposes. DIPR

Water pipe line damaged in landslides

ITANAGAR, Jun 15: Water supply line from Lapunallah to Senkipark storage tank and pipe line from Mowb-II to WTP at Senkipark have been damaged due to landslides yesterday. EE PHE and WS Division, Itanagar appealed the consumers to bear with the inconvenience and informed that the department is making all out efforts to restore the system.

 

3 houses gutted at Ziro

ITANAGAR, Jun 15: At least three houses were completely gutted down and another five were partially damaged when a devastating fire broke out on Thursday night around 10:30 in evening at Salang Hapoli. The fire brigade immediately rushed to spot and successfully doused the fire from further spreading.  Meanwhile Parliamentary Secretary Land Management and Urban Development cum local MLA Padi Richo along with Deputy Commissioner Taru Talo visited the fire victims. Richo contributed CGI sheets and Rs 2000 to each victim as relief DIPRO.

 

DASU seeks early up-gradation

ITANAGAR, Jun 15: During a co-ordination meeting under the aegis of the Dibang Adi Students’ Union (DASU) held on June 14 regarding non forwarding of proposal for up-gradation of Sub-Divisional Officer, Dambuk to independent Additional Deputy Commissioner by the Lower Dibang Valley District Deputy Commissioner, it was resolved that the DASU will observe protest rally on June 22 to press for their demand.

The Union also decided to launch its second phase of agitation from June 27-30 by shutting down all the Govt. offices and establishments.

 

Org opposes participation of Pawan Hans

ITANAGAR, Jun 15: Human Right of Arunachal Pradesh has strongly opposed the participation of M/s Pawan Hans Helicopters Ltd in the ongoing tender process for the MI172 helicopters in the state.

It said that keeping in mind the abysmal track records of the company, Pawan Hans Limited should not be allowed to take part in the tender process.

 The  Human Right of Arunachal  appealed to the Govt of Arunachal Pradesh to blacklist the company  which is responsible for many deaths including the tragic demise of Late Chief Minister Dorjee Khandu in a crash.

It said that organization will be forced to agitate if Pawan Hans is allowed in the state.  

 

IDEA hands out relief material

ITANAGAR, Jun 15: Coordinators of Itanagar Diocesan Empowerment Association (IDEA) with the support from Caritas India has distributed relief materials including buckets, jugs and glasses to 54 families and school stationeries to 61 students who lost all their belongings during the recent fire incident at Boasimla, Lower Subansiri district.

During distribution of relief materials at St. Claret School, Boasimla, the parish priest of St. Joseph Catholic Church Nyokum Lapang Fr. Tomy CMF spoke on preventive measures to thwart disasters.

 

ABSU memorandum to Siram

ITANAGAR, Jun 15: In a memorandum to Education Minister, All Bogong Students’ Union (ABSU) sought his intervention in continuation of Agriculture as a subject in Science stream at the Independent Golden Jubilee Govt Higher Secondary School Pasighat. It said that due to shortage of teachers, the subject was being discontinued.

ABSU requested him to post subject teachers at the school to continue the agriculture science stream.

 

Free boat and elephant ride

DAMBUK, Jun 15: Much to the relief of the people of Dambuk Sub-Division, the boat service at Bomjir-Bizari Ghat and elephant service at Dambuk-Aohali Ghat at Sissiri River have been made free for the public.

 Local MLA Jomin Tayeng has assured to bear the service charge from MLA LAD fund.

In this regard, an official order was issued by SDO Dambuk directing Oling Ratan of Bizari village and Nanokong Modi of Remi village to engage their boats and elephant free of cost for ferrying the passengers across the river during the monsoon season.

The people of Dambuk have also formed a Flood Control Committee to prevent the flooding from Sine River flowing in between Tapat and Remi village, adjacent to Dambuk township.

The committee was formed in order to save SDO Headquarter and nearby hamlets from further inundation as the people felt that all earlier flood protection measures with meager fund from the govt. could not contain the untamable river.

Funds would be raised from each household, it was decided.  

The MLA has donated Rs 2 Lakhs in cash.

 The local administration, who was a party to the meeting accepted the decision and assured to work together for the betterment of the area while the representatives from various companies including GREF encouraged the proceedings and accepted the request of the committee to spare their machineries for executing the self help venture.

ITANAGAR, Jun 15: A first of its kind multi-utility e-commerce website giving SMS alert of tender and news to its members was formally launched in an impressive ceremony at Yupia, which was attended by heads of departments, youths and public.

The website, www.arunachalservice.com was founded by Kakar Nyori. The website provides opportunity for online shopping and information relating to various city-utility service like hotels, restaurants, medicals, banks, ATMs, malls, police stations, post office, etc.

Addressing the gathering, Toko Babu, senior APCS officer  said that the launch of the website is a boon for the students and unemployed youths and also for the people interested in business. He further said that the SMS service adopted by the website is a very easy and effective way of communication as large number of people use mobile in today’s world.

CM emphasises on human rights as core values in policing, decries bandh culture

Banderdewa, Jun 15: In a major boost to the state police force, at least 277 newly recruited jawans graduated today after successfully completing the nine-month training here at Police Training Centre (PTC).

Of these, 200 have been recruited as Operators and 77 as civil police constables under compassionate grounds.

Attending the glittering passing out parade, Chief Minister Nabam Tuki said’  “If our police stick to their duties with utmost sincerity and without fear, our state would develop at par with others,” while giving a clarion call to the State Police Force to buckle up their belts.

Meanwhile, facing the new recruits of the state police, the Chief Minister emphasized on human rights as core values in policing. He said in ensuring security and safety of the common mass, police cannot belittle the rights of an individual or a marginalized community.

Admitting that the situation in Arunachal in terms of policing is very distinct and peculiar as the state has so many tribes distinctly different from each other with highly sensitive ethos and egos, Tuki advised that a balance ought to be maintained between enforcing law and order while not hurting the sentiments of any community, tribe, religion or region. He concluded with by appealing to jawans that their service should be for society, for its people and for the Arunachal Pradesh. Tuki beckoned the police force to live up to the expectations of the people as well as the government so that administration, progress and peace go hand in hand for development and welfare of the society. He particularly called for an active role by the police in thwarting the ‘bandh culture’, which, in his terms, was eating into the Arunachalee society and taking the state on the reverse. He also called upon new recruits not to be friends with criminals rather criminals should be dealt strictly.

Lauding the PTC and its officers for imparting valuable training to new recruits, Tuki assured to fulfill the basic requirements of the Center like construction of an auditorium, etc. He informed that the government is in the process of upgrading the Center to a Police Training College.

Later Chief Minister gave away medals and trophies to tweleve individual best performers.

Earlier, in her welcome speech Director General of Police Kanwaljit Deol exuded hope that the newly passed out police personnel will discharge their duties with utmost sincerity for the greater interest of people of state.  She informed that the emphasis was given more on advance technology for better communication and also had incorporated the human rights subject in the course to make them understand about the issues related to human rights violation.

Expressing displeasure over the recent bandh in the state capital of 48 hours, Tuki refused to accept the logic behind the ‘ultimatum’ and the ‘deadline’ served to the Government to fulfill certain demands put forth by the organizations. He pointed out that as far as the demand for relaxation of age for APST in APPSC competitive examinations up to 35 years is concerned, it has to be understood that it is a decision that cannot be taken individually by the Commission or the Government. As the State Public Service Commission is an autonomous body constituted by an Act passed by the State Legislative Assembly it has its own guidelines, rules and regulations. Any change in it would have to be done through a constitutional amendment only by the Legislative Assembly during one of its sittings.

The Chief Minister was also critical about the other demand for ‘immediate cancellation of land allotments to non-APSTs’. He reasoned that few allotments were given to non-Arunachalees and non-Arunachalee organizations during the formative years of the State, when the locals and local bodies were not in position to set up any industry or institution.

He, however, said that in response to the said demand the Government has already constituted a high-level Committee to study the intricacies of such cases for initiating action. As everything comes under the ambit of law there are legal complicacies that need to be studied thoroughly and sorted out. Legal matters cannot be resolved within a day or two or by an individual, he added.

Tuki also expressed surprise over the reported 72 hours bandh called by the Pasighat People’s Welfare Committee (PPWC) from June 22 next in Pasighat protesting against power crisis in the district headquarters. (With Input from PRO to CM)

Anini facing nature’s fury

ITANAGAR, Jun 15: Landslide and road blockade triggered by torrential rain put Anini, the district headquarter of Dibang Valley district into an incommunicado with no electricity and telephone connectivity over the last three days. Dibang Valley Deputy Commissioner Abu Tayeng informed this to this daily this evening.  

Anini town is reeling under darkness as the power supply to Anini town is  badly disrupted, the DC  said. There is heavy blockade at Endolin Nallah triggered by heavy down pour, he said adding that restoration work can not be carried out as the heavy rain continues for last few days.

Many goods laden trucks were stranded on the road due to blockade. The district administration is putting its best efforts to clear the road but rain forced the administration to halt the operation, the DC informed. The DC also sounded alarm, saying if the blockades are not cleared within next few days, the district will face server food crisis. The government staff working in the town would be the worst sufferers, he added.

 

 

Federation alleges construction of road without forest clearance

ITANAGAR, Jun 15: The strong opposition against hydropower projects in Tawang district is getting bitter with each passing days.

The Save Mon Region Federation, which is spearheading the movement against hydropower projects in the district claimed that NHPC had issued tender to Global Royal Construction company for construction of motorable road from TRC, Tawang stage I to Tawang stage II barrage area without forest clearance.  The Federation in a release today said that even though the divisional forest officer issued an order on June 7  to stop road construction works following the complaint of the Federation,  the construction activity is continuing in complete violation of the order. Further, it added that some families of Kudung village had refused to participate in  the construction activity as villagers are against construction of big dam in the area.

“NHPC along with the local politicians are terrorizing those villagers who are refusing to participate in the road construction activity. Local MLA Jambey Tashi is also misguiding the local villagers in this regard. At the moment some of the villagers of Kudung are living in absolute terror,” stated the Federation.

When contacted Lumla MLA Jambey Tashi said there was some miscommunication because of which work continued. “The work has been stopped today after joint meeting between NHPC, forest officials and local villagers. The local villagers did not get the information about order and therefore work continued. But immediately after getting information today, the work has been stopped,” said Lumla MLA. He also added that he had never misguided villagers and people were carrying out construction activity as their own wish.

 

 

Apang advises students to study hard to achieve success

RUKSIN, Jun 15: Former Arunachal Pradesh Chief Minister Gegong Apang advised the students to study hard to achieve the desired goal in life.

Inaugurating the week-long “Annual Meet” of “Students Union of Ngorlung” at Ngorlung village near here today, Apang said that hard work, discipline and self-determination were the main keys to achieve success in life.

He suggested the student community to maintain unity and discipline everywhere and not to indulge in party politics. He also suggested them to obey their parents and teachers and take inspiration from senior students, who have proved their  mettle in various fields of life and have touched heights of excellence and performances.

Describing the difficulties that he faced during his primary and middle school days, Apang suggested the students to take part in extra-curricular activities, which are an integral aspect of school life and are a means of developing knowledge, positive attitudes, sportsmanship etc. Expressing concern over the growing drug addiction among youths, the former CM suggested the parents and guardians to guide their children in right direction.

He assured the public to move the ruling state government for granting adequate fund for development of the area.

The former CM, meanwhile, stressed on tripartite talk for solution to the vexed Assam-Arunachal boundary problem. He contgributed few amounts to the student union fund for conducting their social welfare activities.

Earlier, addressing the programme, David Gao also suggested the students to follow the senior students, who have achieved success in their chosen fields. He stressed on “time management” another key for reaching the desired goal in life.

Two meritorious students, namely  Toyang Panggeng and Gemen Padun, who excelled in the last CBSE examination, were felicitated on the occasion.

A retired CID official Okeng Taying, in his brief speech expressed gratitude to the former Arunachal CM for his visit to area.

Ruksin ZPM Tonggeng Panyang, Anchal chairperson Ozing Aje and others also spoke on the occasion.

The programme was attended by local Gaon Burahs, PRI leaders, senior citizens and a host of government officers and officials besides the villagers.

 

 

Club football championship aims to tap talents

ITANAGAR, Jun 15: Football in Arunachal Pradesh got a much needed boost with upcoming entrepreneur Gora Makik coming out to organize the first ever state level club football championship single-handedly in memory of his late father Gora Tamar with financial involvement of more than Rs.15 Lakh.

The championship to be participated by the best football clubs in the state is scheduled to begin from June 26 at Rajiv Gandhi Stadium, Naharlagun.

The sole objective of organizing the tournament is to produce quality players and develop football at club level, said Makik.

“It has been my dream for the past many years to see Arunachal Pradesh as a footballing force to be reckoned with in the country. I wish to see a club from the state qualifies for the national football league, said Makik, an ardent lover of the sport.

“I would be very happy if my small initiative could contribute towards development of football in the state,” Makik added.

He further said that he had plan in his mind to develop a football ground of his own to train players of his club Gora Makik Sporting Club in future. He also hinted for hiring a football coach for his club in near future, if all go well as planned.

The organizing committee has kept a whopping prize money of Rs.1.50 Lakh for the winner, Rs.75,000 for the runners up and Rs.20,000 for the fair play team. Besides, individual prizes of Rs.10,000 each would be given to Best Player, Best Goalkeeper and Highest Scorer of the Championship.

According to organizing committee secretary Kipa Takum, 14 teams have already confirmed their participation and six more teams are expected to take part.

Meanwhile, Arunachal Pradesh Football Players Association (APFPA) secretary Kipa Ajay appealed to all participating teams to maintain discipline and sportsman spirit during the tournament.  “Disciplinary action would be initiated against those players who violate the rules and regulations,” he cautioned.

APFPA, which is affiliated to All India Football Players Association headed by Baichung Bhutia, would arrange exposure tour for the all the talented players, he said.

Ajay further told this daily that his association along with Arunachal Pradesh Football Association have decided to issue identity cards to football players of the state. He said that registration of players and issuing identity card have become most necessary for streamlining the sport in the state. Further, it would help the association to look after problems of each and every player, he added.

Late Gora Tamar was Political Interpreter (PI) during NEFA preiod. He was also ASM of Dari in Kurung Kumey district and Head Gaon Burah of Sangchang.The Dari primary school (now secondary) was established under his initiative, family sources informed.

The Championship is being organized by Gora Makik Sporting Club.

 

 

Capital shocked by recovery of two bodies

ITANAGAR, Jun 15: The finding of two dead bodies in two different parts of the Capital Complex today sent a shockwave among the capital dwellers, who were just emerging from the slumber of the latest 48-hour bandh.

While the body of a Class VIII student of the government Higher Secondary School, Seijosa GHSS (East Kameng) was recovered from Abotani Colony early this morning, a decomposed body of an unidentified male was found on Hilltop, Nirjuli after the police was alerted following complaints of foul smell by the residents of the area.

The school girl had gone out of her house in E Sector, Abotani Colony, for a stroll around 9 o’clock Thursday evening, probably after receiving a call. Though she called home about an hour later, confirming her return, she never returned, Itanagar PS OC, inspector Makpe Bui quoted her parents’ as saying.

The body of the 14 year old teenager was found beside the road in Apex Bank Colony, about 60 metre from her house. An unnatural death case was registered and the body was handed over to the family after conducting postmortem, Bui said.

Meanwhile, Nirjuli PS sub-inspector-cum-in-charge Khiksi Yangfo told media that the body of an unidentified male dressed in a white full-sleeved shirt, black trousers and slippers was recovered from Hilltop. The SI said the body was beyond recognition and the cause of death could not be ascertained.  At the time of filing this report, the unclaimed body was still at Hilltop, about 01 km upwards Nirjuli town.

Yangfo said he has written to the Capital Complex deputy commissioner to instruct a medical team and magistrate to conduct an on-the-spot postmortem.

He has also requested to the administration to direct the urban development department to dispose of the body.

 

 

Ering seeks people’s support

CHANGLANG, Jun 15: Member of Parliament for East Arunachal Constituency, Ninong Ering, sought people’s support and cooperation for successful implementation of the developmental schemes.

He was addressing the vigilance and monitoring committee meeting of DRDA Changlang at the Conference Hall of Deputy Commissioner today. Expressing dissatisfaction over delay in construction of Margherita to Changlang road due to obstructions by miscreants, he appealed to the people to cooperate with the executing agency and Government for speedy completion of the road work.  

Any obstruction to the constructing agency will have negative impact, he said.

He informed that North East being under developed, moves are on by NE MPs to pursue with the central government to provide cent percent financial grant in all centrally sponsored schemes, as some of the NE state unable to bear the 10 % percent state share.

Ering, urged the officers, PRI members to attend such meeting, to put forward their valuable views, suggestions and problems of their respective department and blocks.

He informed that, the Central Government is giving much emphasis on MGNREGA, which became the main source livelihhod for rural poor people.

He further asked the implementing agencies to execute all schemes properly and timely.

He asked, the Deputy Commissioner to strictly monitor all the ongoing schemes.

He also announced and sanctioned Rs. 10 lakhs additional fund to the ongoing construction of cultural-cum-community hall at Kharsang, and another  Rs 10 lakhs each for construction of boundary wall of PD’s Office compound Changlang and transit camp for teachers at Changlang town as demanded by Arunachal Teachers Association, Changlang  Unit.

Parliamentary Secretary, WRD, T. Taiju, expressed his surprise that despite Changlang being second largest populated district in the state, the figures shown in the list of old age pensioners do not commensurate with the population figure.

He asked ICDS department to generate awareness on the old age benefits through campaign and also involve stak holders and PRI members to help the needy old men and women.

He also said that though many schemes have been launched in the district the achievments were not clear.  He said that monitoring was necessary to get first hand information.

Earlier, Opak Gao, Deputy Commissioner-cum-Member Secretary, DLV & MC Changlang expressed satisfaction at successful implementation of various RD programmes in the district, particularly in poverty alleviation programmes.

Changlang District ZP, Chairperson, Junpo Taikam Jugli wanted that awareness campaign be conducted in block level to educate people about health, hygiene and various other developmental schemes.

ITANAGAR, Jun 15: The present state government is focusing on health, education sector and better road connectivity, said Health,  Family Welfare and Civil Supplies Parliamentary Secretary Nido Pavitra in a public meeting organised by 27th Liromoba Constituency Development Forum yesterday.

Highlighting the present government’s various programmes, policies and innovative ideas for the benefit of youths,  women and rural people, the Parliamentary Secretary appealed to all to cooperate with government and help implement the programmes and policies  of the Govt for speedy development of the state.

Lower Subansiri Zilla Chairperson Likha Tongum explained the procedures how to avail the benefits of various central govt sponsored schemes and programmes like old-age pension, widow pension, handicapped pension, rural sanitation programmes, MGNREA, MIC,MIP and PMGSY etc. He urged the public to fully avail the opportunities and benefits of such schemes. He also explained how to fight corruption by using RTI tools.

Arunachal Pradesh Youth Congress (APYC)  vice president Nyamar Karbak also spoke on the occasion and stressed on development initiative in the constituency. Lamenting that the area was lagging behind in comparision to other constituencies in development front, Karbak said DPG College Kamki, ADC Office, PHC, Kamba had  very poor infrastructures which need urgent attention of the authority. He also assured the public to take up the matters with higher authority.

Colonel D.D. Pandey 21C6 Bihar Regiment Kaying, urged the public not to be scared of Army. The Army men, proudly wearing their uniforms, are also human beings, he said and advised the youths to avail the training opportunity available in the Regiment in trade like car mechanic, carpentry, electrician, plumber etc.

Bipu Tali, president of 27th Liromoba Constituency Development Forum urged public of Kamba circle to work in united for the development of Kamba and to avail the various welfare schemes of the state government.

Retired DIGP and prominent leader of 27th Liromoba Rakshap Yomcha mentioned about alleged corruption in the constituency, lack of development activities in the area.

Local public leaders and Head GBs also spoke in the meeting and highlighted various  developmental issues related to the area.

The meeting was also attended by Nyiken Lollen ADC, Kamba Circle, 103 GBs, including all Kamba circle Head GBs, panchayat leaders and general public.

 

 

Tirap’s tribute to Mother Teresa

ITANAGAR, Jun 15: The fond memories of Nobel Laureate Mother Teresa’s visit to Borduria village to bless the Parish church in August, 1993 came alive at Khonsa on 14th June  when her statue was unveiled at Panchali by Yumsen Matey, Parliamentary Secretary for DoTC  and SWWCD amidst a huge gathering. Speaking on the occasion, Matey , while thanking the district administration and the organizers for installing the statue of Mother Teresa at a vantage junction, said that Mother Teresa belonged to all the people and not only to certain religious groups or sects. He said that Mother Teresa worked wherever the poor and the down-trodden lived adding that she served the suffering people like a caring and loving mother.

Bishop of Miao, P.K. George after blessing the huge gathering in his message while recalling the visit of Mother Teresa to Tirap, highlighted the sacrifice and contributions of the sisters of Missionaries of Charity in carrying out various welfare works in the district.

The Bishop asked the people to spread love, peace and unity that Mother Teresa preached and practiced all her life adding that Mother Teresa loved the poor people so much so that she accepted the Nobel Prize saying that she was accepting the prize on behalf of the poor and the needy.

Tirap SP Vikramjit Singh in his speech said that he was proud to be a part of the auspicious programme and appealed the people to spread love, peace and harmony.

Earlier Hangliam Sumnyan threw light on the life and career of Mother Teresa  and also on yeoman’s services rendered by the Missionaries of Charity in Tirap district. He further told the huge gathering that the road stretch from Panchali to Missionaries of Charity office was proposed to be named after Mother Teresa as a tribute to her contributions. The dignitaries lit candles as a mark of respect to Mother Teresa on the occasion. Prayer, singing of hymns and devotional songs marked the programme. (DIPRO)

 

 

No question of disproportionate monthly SK oil allotment: DFCSO

PASIGHAT, June 15: There is no question of disproportionate monthly allotment of SK (kerosene) oil in East Siang district as alleged in a news report.

Reacting to a news items published in this daily yesterday regarding alleged disproportionate distribution of SK oil in the district, DFCSO Goutam Mibang has clarified that the two IOC SKO depots, namely, M/s Taloko Darang SKO Depot, Panging and M/s Mamang Borang SKO Depot  are allotted 18 KL and 68 KL of SKO respectively based on the feeding strength under their area of coverage. While M/s Taloko Darang SKO Depot covers the Pangin-Boleng Sub-Division, M/s Manang Borang SKO Depot covers the rest of East Siang district, he said. Considering the fact that Pasighat Sadar and other administrative centers near the district headquarter have higher population density resulting in higher feeding strength, the allotment of SKO is not disproportionate as alleged, according to press statement of DFCSO.

The monthly sub-allotment of SKO is based on the total feeding strength (APL,BPL and AAY) of any particular circle of sub-division which is regularly updated by the field staffs in various circles. However, in view of the difficulties faced by the consumers/ beneficiaries for procurement of SKO, the concerned department again revised the monthly sub-allocation of SKO in May '2012 and FPS of various locations, where no SKO retailers were appointed, were also allotted monthly SKO quota. Food and Civil Supplies department in the district has completed the survey of identifying the few left out pockets of East Siang district and subsequently, discussions were held with the concerned PR Members and FPS owners of these locations for proper distribution of SKO.

“The monthly sub-allocation of Ruksin Sub-Division, Sille-Oyan and Bilat Circle is based on the feeding strength of the area including all consumers under APL, BPL, and AAY category. Moreover, a minimum reserve quota is also included in the monthly sub-allocation of SKO in the SDO/CO headquarter for any unforeseen incident like natural calamities, road communication disruption as well as for use in various offices for generator etc. The SKO sub-allocation made to the SKO retailer of Debing village is meant for covering four villages, namely, Debing, Depi, Depi-Moli and Rayang village. Bilat, being the circle headquarter of the Bilat circle, caters to the needs of local consumers/ beneficiaries as well as govt. institutions established at Bilat. The SKO retailer of Mirem Village and Koyu Circle started functioning from May'2012 and the sub allocation of SKO was made as per the previous monthly sub-allocations to the Fair Price Shops and both the locations. Necessary Feedback has also been taken from the concerned SKO Retailer/FPS of Mirem Village and Koyu circle respectively on this issue. The total feeding strength of Mirem villege and Koyu circle has already been updated and is incorporated in the revised feeding strength. Further, all the left out locations under Nari- Kayu Sub-Dibision has been included in the latest monthly sub-allocation for SKO. A field staff in the rank of ASIFCS has been posted by the government for monitoring all PDS related activities in Koyu and Korang circles in June '2012,” the statement said.

The sub-allocation of SKO for the month of May'2012 to Sille-Oyan was made excluding two locations namely Sille Bazaar Line and Sille village, Therefore, the question of inadequate SKO allocation does not arise, the DFCSO. Telephonic discussions as well as in the office chamber with the concerned ASM of the area and both the FPS owners for SKO distribution to these two areas were held in the month of May'2012 itself and settled amicably. One of the FPS of the area was entrusted with distribution of SKO for these two locations from June'12 onwards, it added.

The monthly sub-allocation and distribution of SKO in Pasighat Sadar is already modified and there is no question of disproportionate sub-allotment. The Ration cards, which are not renewed for more then three months after expiry date, are deleted from the feeding strength of the concerned SKO Retailer/FPS to maintain latest feeding strength. The SKO Retailers and FPS have already been instructed to issue items under PDS to the bonafied consumers / beneficiaries with renewed Ration Cards only, the statement added.

Regarding alleged political intervention, the DFCSO further clarified that there is no political intervention in the distribution of SKO as alleged in the news item. The Department of Food and Civil Supplies is working and monitoring all the SKO retailers and FPS in the district, he said.

Moreover, neither any case of black marketing of SKO by any SKO retailer/FPS nor adulteration of petrol and diesel has been reported yet in the district, the statement added. (DIPRO)

 

 

Panel seeks list from Govt

ITANAGAR, Jun 15: A parliamentary panel has asked the Labour Ministry to prepare a list of States that are not spending the construction cess collected for labour welfare.

Expenditure was “almost nil as compared to the cess collected”, the Standing Committee on Labour, headed by Hemananda Biswal, noted in its 25th report tabled in Parliament recently.

It said this was despite the panel raising the issue in its 19th report in September 2011.

Till September 30 last year, Rs 15,609.3 crore had been collected as cess, of which only Rs 1770.586 crore had been spent. The two States that collected the highest amount of cess were Karnataka and Delhi. Karnataka collected Rs 1929.16 crore, but spent only Rs 89.26 crore.

Delhi collected Rs 1656.29 crore, but spent only Rs 128.36 crore, the Labour Minister said in Parliament recently in a written reply.

A one per cent cess is levied on the cost of construction incurred by employers to create a fund for workers in case of accidents, old age pension, loans and medical expenses.

There are an estimated six crore construction workers in India.

According to the Act, the cess collected by the States is to be used for the workers by the State Welfare Boards.

According to the Labour Minister, 33 of the 35 States and Union Territories had notified rules under the Act and had constituted Welfare Boards, 32 had notified implementing/cess collecting authorities and 28 had constituted State Advisory Committees.

But  even in States where Welfare Boards have been formed, most of the workers are not registered as they are migrants and keep moving.

 

 

LWS denounces bandh calls in Capital, demands compensation

ITANAGAR, Jun 15:  Expressing concern over the  48 hours Capital  bandh called by All Nyishi Youth Council, All Arunachal Pradesh Youth Forum and Arunachal Pradesh Abo Tani Clans Youth Organization which badly affected the socio-economic development of the state,  particularly the working class who live hand to mouth, the  Likha Welfare Society (LWS) today appealed to the Govt to find out solution to the  grievances of the agitating organizations through discussion.

The Society requested the state Govt to work out proper plan to make the state Capital safe and secure during bandh call and nail down the unrecognized organizations and unions’ movements in the state.

The Society further condemned the burning down of a motor cycle near Punjabi Dhaba by bandh activists at around 4.30 am before the beginning of the bandh on June 13.  Denouncing the damages of private properties as act of barbarism, the Society said the torched new Royal Enfield motorcycle was owned by one of its clan member of Lower Subansiri district.

Claiming that an FIR has already been lodged at Itanagar Police Station  for necessary action, the LWS demanded  immediate arrest of the culprits. It further demanded the bandh callers and the state Govt to pay immediate compensation to bike owner.

The chaotic Capital roads

Dear Editor,

The traffic scenario in the capital is going from bad to worse with each passing day. Sometimes, the jam is for hours at end. With the influx and advent of the latest cars and bikes, the already congested and very-narrow roads of the capital have become bottleneck for passing traffic.

Though the increase in the number of the vehicles has led to this chaotic situation, but surely the indifferent attitude of the administration has escalated this problem. In the absence of any designated parking place, the drivers and riders are at will to park anywhere and at random, thereby restricting the flow of the traffic. However, it is to be seen that the parking space within the capital is shrinking. The reason is that every open space near the capital roads has been occupied by various associations- auto-rikshaw association, tempo association, trekker association, maxi-cab association etc. etc. and the associations park their respective “bhara gaari” in their occupied area. Where are the general public supposed to park, when these commercial vehicles have eaten up all these places? Have the administration allotted these spaces?  

The buses under JNNURM inducted into the service of the APSTS have also brought along with it numerous woes. These buses are too big for our roads. Further, in the absence of any proper and designated stoppage, the passengers board and offload themselves at their respective convenient places, thereby reducing the flow of traffic. The numerous private buses plying in the capital roads also need supervision. The bus counters are all situated along the main road and their buses are parked for as long as 20-30 mts while picking up their passengers, which immensely obstructs the traffic. These counters should be shifted to places with sufficient parking space, like the bus counters at Nirjuli.

The authorities should also demarcate proper parking places and also levy charges, if necessary to remedy the ailing traffic scenario. The haphazard parking and the dumping of construction materials on the roads is a great irritant while driving around in the capital roads.

But, while saying so, onus lies on us also. I don’t understand why all the people cut their lanes, even if there is no emergency. This lane cutting is the no. 1 contributor that obstructs the flow of traffic. If we stay in our lane at least the traffic will flow. Why do we go through a whole ego trip when somebody overtakes us? Let’s be patient and we will get to our destination.

Hope the authorities do their needful and let’s also do our bit to help each other. The situation will never be as it was earlier, but we can at least bring some normalcy to this chaotic situation.

Despite numerous demands from various organizations including NCP and AAPSU for a white paper on financial irregularities, review of all hydropower MoUs, revocation of illegal appointments in Government departments, immediate solution to boundary  problem and most importantly improvement of law and order situation  in the state capital,  the so called people first government under the weak and indecisive leadership of Nabam Tuki has utterly failed to attend the grievances of the common people.

The leadership has only succeeded in making expensive foreign trips at the cost of the public exchequer and appointing numerous OSDs and unwanted parliamentary secretaries disregarding the Constitutional spirit of downsizing and fiscal discipline.

I would like to request the CM and its Govt spokesperson Nabam Rebia to resign from their respective public posts and let  someone who is more visionary and more straightforward take the responsibility of ushering in an era of peace, prosperity and good government in the state.

Bandhs and unnecessary virtue

Dear Editor,

The continuous spate of bandh calls brings back a sense of deja vu reminiscent of the not so distant past which most Arunachalees especially the residents of Itanagar would rather not remember. Those days are back again and who are the sufferers. No points for guessing; the common masses but who cares? After all the general public is known for their adaptability, patience and many such unnecessary virtues. Well what else can we do apart from tolerating. This time though many powerful organisations have come forward and passed sermons on the 48 hour bandh calling it illegal whereas these newer organisations are just following the trend set in motion by their predecessors. Isn't it ironical that the pot is calling the kettle black?

A clarification

Dear Editor,

In your June 15 edition under the heading 72 hours Pasighat bandh  from June 22, it appears that the ZPM Legong-Banggo and ZPM Sille-Oyan have supported the power supply from 2 MW Rina Hydel for Pasighat township.

In this regard, I would like to clarify that in my deliberation, I have strongly expressed my resentment against supply of power from 2 MW Rina Hydel to Pasighat baring Lego-Banggo, Bosing-Banggo and Sille-Oyan area during the meeting. The video clip and audio recordings of the meeting are testimony to my clarification.

As such, I request the press cell of PPWC not to make such press release which may tarnish the image of certain individuals.

I would like to draw the kind attention of the Directorate of Sport and Youth Affairs Government of Arunachal Pradesh. As an Arunachalee, I appreciate the genuine demand raised by AdiSU, Itanagar to provide financial aid to Mingkhi Talom, the budding tennis player of our state.

We know tennis is a highly expensive sport. Most people belonging to middle class can’t afford it in terms of equipments and trainings.

Therefore, I earnestly appeal to the Sport Authorities of our state to intervene in this regard and extend support to a genuine talent who would bring laurels to our state.

Help end discrimination

I would like to draw the kind attention of All Assam Students’ Union (AASU) and the Assam Government to extend all possible assistance   to Arunachalee students studying in the state of Assam. It is heard that in some of the institutions there are some sort of discrimination against the Arunachalee students studying in Assam.

I request AASU and the  Govt of Assam   to kindly look into the matter and cooperate to stop such kinds of discrimination.

Lock them up

Dear Editor,

If the government promises to compensate in full the physical and financial losses, if there may be any during bandhs, I am willingly ready to go to office, open my shop, and drive my vehicle, during the bandhs.  

Even after the government promises to take strict action against such bandh callers and the administration declares such bandhs illegal, I can't understand why dont our administration/ police do not arrest the leaders/workers of such organizations.

Its so simple arrest them, lock them up. Make them learn some lesson. I am fed up of our DA declaring such bandhs illegal a day before the bandh and seeking public support.

Disaster management  

Large natural disasters leave heavy economic footprints but effective prevention and preparedness will reduce the disaster risk and take the burden off, according to  a World Bank report dealing with the economics of effective prevention.

The report predicts rising exposure to storms and earthquakes in the coming years making Asia and Pacific regions most vulnerable to natural disasters. Going by the report’s estimates, India will experience thrice the number of earthquakes by 2050. This puts disaster management in the spotlight of future policy framework.

Disasters come with heavy economic loss, accompanied by even heavier burden of relief and reconstruction. They have dealt a serious blow to many economies by widening budgetary deficits.

Traditionally, government spending on prevention is lower than relief spending. The report underlines that creating institutions for disaster risk mitigation and preparedness which employ early warning systems, effective information dissemination, incentives to promote individual disaster prevention and smart infrastructures can significantly decrease the costs in dealing with natural disasters.

The first policy implication is to make information available on hazards public and accessible. Another aspect important for India is infrastructure.

Cost-effective measures of disaster management can be seamlessly merged with the existing development policies.
